bird scarers?

These were above the hatchery area at Tynehead Park. We figured that they were used to catch light to scare away birds who want to eat the salmon fry.

Yup! That's what they are for all right. The light bouncing off as they twirl as well as the motion will usually scare away the feathered ones.
