ghost eyes

This is an advertisement around the corner from our apartment. Obviously, the eyes have been overdone, but why? To emphasize foreignness? I don't know why, but Christine's eyes are a very clear grey/green that Taiwanese often start at when they notice them, calling them ghost eyes. Not crazy like this, but she wonders about how she is perceived by others because of them.
